The Government of Sri Lanka had discussions with the Asian Development Bank (ADB) to mobilize a loan amounting to USD 200 million for the Implementation of the Trade, Investment and Industry Development Program- Sub Program 1 under the Policy Based Lending (PBL) facility.

The program aligned with Sri Lanka’s National Policy Framework, 2025, which aims to build a resilient, inclusive, and sustainable economy. Further, Trade and investment are core government priorities, reflected in the Major Public Investment Projects, 2026–2028

Accordingly, the Trade, Investment and Industry Development Program was designed to address Sri Lanka’s key development challenges through a programmatic approach. It consists of two subprograms: Subprogram 1, with financing of USD 200 million, and Subprogram 2, with indicative financing of USD 100 million, which is expected to be implemented in 2028.

Amid heightened economic uncertainty arising from the ongoing Middle East crisis and climate-related shocks, the policy-based loan provides timely and essential support to the Government of Sri Lanka through general budgetary assistance. In this context, ADB agreed to provide an additional USD 100 million in supplementary financing under the Trade, Investment, and Industry Development Program – Subprogram 1. This increases the initially agreed loan amount from USD 100 million to USD 200 million in total financing

The Ministry of Finance, Planning and Economic Development serves as the Executing Agency for the program

The loan Agreement was signed on 18 August, 2026 between the Government of Sri Lanka and the Asian Development Bank at the General Treasury in Colombo by Dr. Harshana Suriyapperuma, Secretary, Ministry of Finance, Planning and Economic Development, on behalf of the Government of Sri Lanka and Ms. Shannon Cowlin, Country Director, ADB Sri Lanka Residence Mission, on behalf of the Asian Development Bank.
