The Department of External Resources coordinates the programmes of services of foreign experts and volunteers with the donors and line ministries. Based on the requests made by line ministries, suitable experts / volunteers are identified and necessary steps are taken to recruit them.

Role of the ERD on International Volunteerism
- Co-ordinate donor agencies and the relevant line agencies to assign the international Volunteers to the various agencies
- Grant entry VISA for the identified Volunteers
- Grant residence VISA for the Volunteers
- Monitoring of the Volunteers’ activities in Sri Lanka
- Grant extension of the services of the Volunteers if necessary
- Issuing identity cards for volunteers
